Drill and cleco the under instrument stiffener (640-F-14-6) to the bottom of the front horizontal panels. The drawings show this part 360 mm from the firewall, however they also show it flush with the rear of the front horizontal panels. Since you want to be able to rivet the instrument panel to this part, ignore the 360mm and make it flush with the instrument panel.
